Luid "Chico" Portillo
Luis “Chico” Portillo is currently in his eighth year as the Director of Fine Arts for the Bastrop Independent School District. Prior to that appointment, he served eight years as the Coordinator of Fine Arts for the Pflugerville Independent School District. He is an active band and orchestra adjudicator and clinician. He routinely conducts All-Region Band Ensembles across the state for both Middle School and High School in a variety of classifications. He provides many professional development opportunities for school districts and universities across the state. He has served on numerous UIL and TMEA committees and recently served on the State UIL Standing Committee on Music.
Prior to his administrative positions, he was a middle and high school band director for twenty-one years. The students in his bands consistently maintained a high level of excellence as they received numerous U.I.L Sweepstakes and “Best in Class” awards for both marching and concert band performances. Under his leadership, the John B. Connally High School Marching Band earned the bronze medal in 2003 and the silver medal in 2007 in the biannual UIL 4A State Marching Band Contest. They performed in Semi-Finals competition at the BOA Grand Nationals Contest in Indianapolis, Indiana in 2006. The John B. Connally Wind Ensemble was twice a state finalist in the 4A TMEA Honor Band Competition.
Mr. Portillo is a member of the Texas Music Educators Association, Texas Fine Arts Administrators Association, Texas Music Adjudicators Association and the honorary band fraternity Phi Beta Mu. He served on the Board of Directors of the Texas Bandmasters Association and was President in 2018. He holds a Bachelor of Music Education degree from the University of Texas at Austin and a Masters of Education degree in Curriculum and Instruction from Concordia University Texas.
